Chapter I. Endorsement Caps

  1. The Senate may impose limits on the number of World Assembly endorsements resident nations may receive, hereafter referred to as “endorsement caps”.

    1. Such endorsement caps shall be enforced by the Monarch and the Senate.
    2. Any endorsement cap changes must first receive approval by the Ecclesia before going into effect.
  2. Endorsement caps may discriminate between nations on the basis of the endorsements they have given, their citizenship status or the public offices they hold, but no nation may be subject to an endorsement limit of less than five (5).

  3. The Senate shall ensure that information on all current endorsement caps is easily and publicly accessible, and shall promptly and publicly announce any changes made to them.

Chapter II. States of Emergency

  1. Should there exist a threat to the continuity of the State, the Monarch or Senate may declare a state of emergency under the terms of this act. A threat to the continuity of the State exists when:

    1. Foreign or domestic enemies depose or attempt to depose the legitimate Monarch or Regent of Carcassonne by usurping the position of World Assembly delegate;
    2. the Monarch of Carcassonne refuses to relinquish the position of World Assembly delegate following a vote of the Senate to force the Monarch’s abdication; or
    3. The Monarch or Regent of Carcassonne has been inactive for 14 or more days.
  2. Should the Senate be unable to establish contact with the Monarch of Carcassonne, the Senate may declare a state of emergency by a minimum 2/3 (rounded up) majority of its total membership under the terms of this act if either:

    1. The Monarch is subject to forced abdication following a vote of the Senate and has not communicated with the Senate in 4 days;
    2. Or the Monarch has forfeited the office of World Assembly Delegate without the advice and consent of the Senate and has not communicated with the Senate in 48 hours
  3. Upon the declaration of a state of emergency, the Monarch or Senate will inform all residents of Carcassonne via telegram that legitimate directives and laws will only originate on the regional Discord or forums.

  4. During a state of emergency, the Monarch and Senate shall be authorized to take any and all actions necessary to restore regional security, including:

    1. Ejecting or banning nations endorsing a hostile nation;
    2. Ejecting or nations not endorsing the Monarch, senators or other designated friendly nations;
    3. Establishing a regional password; and
    4. Seeking a liberation or injunction from the World Assembly Security Council without the approval of the Ecclesia.
  5. During a State of Emergency, the Monarch and Senate shall not voluntarily move their nations out of Carcassonne, except temporarily in the course of opposing occupying forces.

  6. During a state of emergency, the government of Carcassonne shall:

    1. Approach regional allies for assistance;
    2. Inform citizens and allies of the legitimate line of succession;
    3. If ejected, establish a government-in-exile in a new region; and
    4. Undertake whatever other actions are required to oppose occupying forces.
  7. Should there no longer exist a threat to the continuity of the State, or should the Government of Carcassonne be reconstituted elsewhere, the Monarch and Senate may declare that the current state of emergency has ended. Should the Monarch or Senate make no such declaration, the current state of emergency shall instead end after seven (7) days unless a new threat to the existence of the State appears in which case it may be re-declared.

  8. After the state of emergency has ended, all laws present before the state of emergency was declared shall again come into full effect.

In accordance with this act, the Ecclesia has approved the following endorsement caps on Isidi, 23 Tonnerral, AR 10.

  1. Residents shall abide by an endorsement count of 10.
  2. Citizens shall abide by an endorsement cap of 20.
  3. The Minister-President, Citizen-Speaker, and all Ministers shall abide by an endorsement cap of 30.
  4. Citizens shall abide by an endorsement cap of 20.
